The California Citizen Review Panels (CRP), established by
Congress under the Child Abuse Prevention and Treatment Act (CAPTA), are
charged with evaluating how the state child welfare agency, the California
Department of Social Services (CDSS), is discharging its responsibilities. The
Prevention CRP, Child and Family Services CRP, and Critical Incident CRP met
and discussed what topics to focus their work on. The Prevention CRP focused on
the statewide Prevention Planning. The Children and Family Services CRP focused
on the decision-making process when children are removed from their homes. The
Critical Incident CRP focused on the decision-making process when children are
returned to their homes after a foster care placement and preventing subsequent
incidents. Based on their research, each CRP released recommendations and
action steps for CDSS.
